Greetings CAPpers!

PRE-APPLICATION WORKSHOPS: As many of you are aware, we are gearing up to receive and review a new round of CAP applications. While current CAP grantees are not eligible for this opportunity, we encourage you to share pre-application workshop information with any and all interested parties.

SIX MONTH UPDATES: A reminder that all Six Month Project Updates are due to be returned to Teresa Brown, CAP Evaluation Coordinator, by February 15, 2002(tbrown@hrsa.gov). It is critical that these documents be returned on time as they may help determine future funding decisions. You should also send a copy to your field office project officer. You do not need to send copies to Audrey.

REDESIGN: We are thrilled that virtually all 34 applicants for re-design will receive some type of re-design technical assistance ranging from workshops to collaboratives. All grantees who applied should have received verbal and written notification of their status. All will be contacted by February 5th by their redesign trainer to discuss schedules and plan next steps. Any questions or concerns should be directed to Audrey.

PEER TO PEER NETWORKING INITIATIVE:  Interested in sharing your knowledge with other CAP communities? Want to learn some secrets of success from communities with great results to share? Then be part of the Peer to Peer Initiative. Launch materials will be coming out early next week with instructions on how to apply to be a peer mentor or take advantage of the peer mentoring opportunities available to you. The February 19th TA call will focus on this topic.

LISTSERVS: The CAP grantee listservs are up and running. The listserv topics include Pharmacy, MIS, Case Management, and Evaluation and can be found at www.capcommunity.hrsa.gov. Most listservs are facilitated by an expert in that issue area. To join, visit the website and click on the listserv link on the upper right corner of the page. Please join and note what types of information you are looking for so these learning communities can grow.

STAFF CHANGES: CAP is facing some temporary staff changes. Diana Froley, Central Office Program Manager for Regions 1-3, has taken a three month detail in HRSA's Office of Field Operations. Meanwhile, Christi Bordeaux, Central Office Program Manger for Regions 6-10, will be starting a six month detail in the Office of Public Health Preparedness. On the upside, we will be joined by Kara Lampasone, who joins us from HRSA's Office of Minority Health where she has been a PMI. Previously, Kara served in both the D.C. and Alaska Air National Guard as a paralegal and medical technician. We are pleased that Kara is joining us!

Technical Assistance Calls

Technical assistance calls for grantees are held every other Tuesday starting at 2:00 PM EST. The schedule for February appears below. To register for the calls, please contact our contractor, Marcia Early, at 301-468-6006 ext. 508 or at mearly@mac1988.com (please note new contact person for registration). Please register with your name and contact information at least one week prior to the call. Shortly after you register, you will receive a call-in number and an access code. If you do not receive this call-in information by the Monday before the call, please contact Marcia.

Pharmacy Opportunities
HRSA’s Office of Pharmacy Affairs is offering a series of new grants for Community Health Centers (330 Grantees) in the pharmacy area. This call will discuss the opportunities available as well as outline steps to building a Pharmacy Assistance Program (PAP). The call will be hosted Kathryne Richardson, an Rx consultant and expert in the field.

Peer to Peer Initiative Kick-off and Training
This call kicks off the CAP Peer to Peer Initiative. Grantees will learn how to be peer mentors and how to access peer assistance from other grantees. The call will be hosted by Dr. Karen Minyard of the Georgia Health Policy Center who has years of experience in community health access and peer mentoring programs. This call is critically important to any grantees who plan to be peer mentors or wish to access peer assistance from other CAP grantees.

Agendas and related materials for TA calls will be emailed in advance of the call. With the exception of calls related to legal issues, all TA calls are summarized and posted on the CAP website (www.capcommunity.hrsa.gov). Legal issue briefs are posted on the site under legal issues and require a password, which may be obtained by emailing asmolkin@hrsa.gov. You may also request an audiotape copy of any previous calls by contacting Marcia with your mailing address.

Pre-application Workshops for CBOs and Health Centers

Application Deadline: Various

President Bush's proposed Health Center Initiative for FYs 2002-2006 hopes to create or expand 1,200 health center access points. Over $175 million is available for this year's installment in a series of five-year annual increases to provide quality health care to millions of additional uninsured and underserved Americans. This increase in funding will create an opportunity for a significant expansion in health center access points, many of those for special populations.

Interested parties are encouraged to attend these pre-application workshops to learn more. The workshops cover the Health Care for the Homeless Health Center Program, the Public Housing Primary Care Health Center Program, and the School-Based Health Center Program.

Community-Campus Partnerships for Health Award Offered

The Community-Campus Partnerships for Health Award recognizes exemplary partnerships between communities and higher educational institutions that utilize multiple strategies to build on each other's strengths to improve health professions education, civic responsibility, and the overall health of their communities. Strategies that are often utilized include promoting service-learning in health professional education, conducting community- based participatory research, and/or building broad-based community partnerships.

American Association for World Health Day 2002 Awards

Deadline February 8, 2002

Nominations are being accepted for individuals, groups, or organizations whose programs, policies, legislation or other actions have made a significant contribution to promoting physical activity. These awards recognize efforts to promote physical activity through prevention, education, mobilization or research. Submissions should be no more than 150 words in length and should describe the initiative, creativity or impact on physical activity demonstrated by the nominee.

Drucker Foundation Accepting Applications for Community Innovation Fellows Program

Application deadline: February 15, 2002

The Frances Hesselbein Community Innovation Fellows Program, a program of the Drucker Foundation for Nonprofit Management (www.drucker.org), is designed to recognize the accomplishments and support the professional development of social sector leaders who have a demonstrated record of leadership and entrepreneurial performance and who are engaged in projects or programs that demonstrate community innovation.

To be eligible, a candidate must be a chief executive or senior staff member of a nonprofit organization; have a minimum of ten years work experience; and must be available to attend three scheduled gatherings of fellows during the program year. Johnson & Johnson/UCLA Health Care Executive Program

Deadline March 16, 2002

The Johnson & Johnson/UCLA Health Care Executive Program, a unique management development opportunity for executives of community-based health care organizations at UCLA's top-ranked Anderson School of Management, is now accepting applications. Eligible applicants are invited to apply for this intensive two-week training held July 14-26, 2002 in Los Angeles. Supplemental costs may be covered by HRSA. HRSA Announces Pharmacy Related Grants for Health Centers

** The February 5 TA call will focus in part on these grants and give more detailed information on content and application processes.

HRSA's Bureau of Primary Health Care has announced the availability of approximately $2 million to support the initiation or improvement of comprehensive pharmacy services at sites currently operated by organizations receiving funding from Community Health Center and/or Health Care for the Homeless/Homeless Children Programs.

These FY 2002 opportunities are for supplemental grants to implement comprehensive pharmacy services in networks of health centers. The goals of the comprehensive pharmacy projects are 1) to assist networks of health centers that currently do not have access to pharmacy services in adding those services, and 2) to show that the implementation of comprehensive pharmacy services can improve access, thereby improving clinical outcomes and reducing health disparities.

BPHC expects to fund approximately 13-20 grants in support of approved proposals for implementing comprehensive pharmacy services, either through in-house pharmacies or by contracting with community pharmacies. Applicants are encouraged to include Colleges/Schools of Pharmacy, State pharmacy programs, and other appropriate professional organizations in their pharmacy networks.

Healthcare for All Announces Annual Community Leadership Awards

Healthcare for All recently announced its annual Community Leadership Awards. Awards will be given at the annual For the People, Against the Tide event in June. Community Leadership Award Criteria includes:

  1. Groups or individuals who have taken a leadership role to open access to health care in their communities.

  2. Leaders who have shown a commitment to equality and diversity.

  3. Groups or individuals who have fought for the needs of the people in their communities in the face of strong opposition.

Community Transportation of America Announces 2002 Grants

Application deadline: February 14, 2002

Community Transportation of America (CTAA) is currently seeking applicants for its 2002 Technical Assistance Programs. Through the Programs, CTAA offers free hands-on technical assistance to rural communities and tribal organizations. The assistance can help start new transit programs, expand or enhance existing services, or develop facilities. The Programs provide planning assistance only, from CTAA staff and consultants. Although CTAA cannot provide operating or capital funding through the Programs, potential funding sources for implementation will be identified. Rural projects must be located in communities with populations of less than 50,000 that are also situated outside designated urbanized areas. Applicants must be for-profit or not-for-profit entities; potential governmental applicants should contact CTAA for further guidance. Tribal applicants must be federally-recognized tribal entities.

Faith-Based Partnership Conference: Partnering to Improve & Expand Access to Health Care

The 2nd Annual Faith-Health Leadership Forum will be held at the Xerox Training & Conference Center in Leesburg, Virginia on April 3-6, 2002. The conference will feature several powerful plenary sessions and interactive workshops designed to stimulate Federal collaboration between health and faith-based organizations, build effective community health partnerships, share information on promising models and best practices, and create technical assistance and resource support opportunities.

Health Associations 13th Annual Health Policy Institute

The National Health Associations 13th Annual Health Policy Institute is scheduled for March 4-6 in Washington, DC. Participants will learn about new policy makers with oversight of rural health care policies, legislation affecting rural health care and specific health policy issues currently on the national agenda. Healthy People 2010 Information Access Project: Partners in Information Access for Public Health Professionals

PubMed is a National Library of Medicine database that provides access to over 11 million citations from MEDLINE and other life science journals. The Web site (http://nnlm.gov/partners/hp) makes it easy to search PubMed for scientific journal articles related to achieving selected Healthy People 2010 objectives. A single click retrieves articles geared to 32 objectives in the following topics: Access to Quality Health Services, Disability and Secondary Conditions, Food Safety, Public Health Infrastructure, Respiratory Diseases, and Environmental Health. It also includes links to relevant community and clinical preventive service guidelines and MEDLINEplus topics.

RWJ's State of the States Released

The Robert Wood Johnson Foundation's State Initiatives recently released their January 2002 "State of the States", an extremely useful report on coverage challenges, new focuses in health care, insurance market reforms, and state planning and demonstration efforts. New Guide Addresses Responding to HIV in the African American Community

"HIV/AIDS: African American Perspectives and Recommendations for State and Local AIDS Directors and Health Departments" is designed to bolster the response of state and local AIDS directors to the national HIV crisis among African Americans. This National Alliance of State and Territorial AIDS Directors (NASTAD) monograph raises awareness about race in HIV program and policy development, and the role of racism, as well as other historical factors, in HIV-related health disparities among African Americans. It offers concrete steps that State and local health departments can take to address the challenges associated with addressing HIV in African-American communities.

Recommendations are made to assist AIDS directors in a number of areas, including capacity building, program implementation, and behavioral research. To view the monograph go to: http://www.nastad.org/pdf/monograph.pdf.

Women's Health Data Book Released

The Kaiser Family Foundation and The Jacobs Institute of Women's Health recently released the latest edition of the Women's Health Data Book: A Profile of Women's Health in the United States. The book can be found online at: http://www.kff.org/content/2001/6004. It offers the latest data and trends on the wide range of health issues that affect women across their life spans. Additional individual copies of this publication (#6004) may be obtained by calling the Foundation's publication request line at (800) 656-4533. New Medicare Chart Book

The Kaiser Family Foundation recently released its 2001 edition of The Medicare Chart Book, which can be found at http://www.kff.org/content/2001/1622. This updated publication provides data and background information on a range of topics critical to understanding the Medicare program, the people it serves, and the challenges it faces, such as keeping up with rising health care costs and maintaining the program's financial security over time.

The Chart Book includes information on: Medicare's Beneficiaries; Medicare Spending and Utilization; Supplemental Insurance and Out-of-Pocket Spending; The Medicare+Choice program; Medicare and Prescription Drugs; and Financing Medicare.

Community Voices Releases New Report on Health Care for the Underserved

Community Voices recently released "Community-Based Health Plans for the Uninsured: Expanding Access, Enhancing Dignity." The report outlines a series of community approaches as well as discusses success stories and lessons from the field.

Kaiser Foundation Releases New Report on HIV/AIDS

The HIV/AIDS epidemic has entered its third decade, and many important policy challenges face our nation as it seeks to address the epidemic at home and abroad. The Kaiser Family Foundation is pleased to release a new policy brief, Critical Challenges in the Third Decade of the HIV/AIDS Epidemic, which highlights key issues and policy options.

Faith-Based Online Resources
