Greetings CAPpers!
NEW GRANTS: Recently there
have been two pre-application workshops for new grants
for FY2002 funding. While current CAP grantees are not
eligible for this funding, you are encouraged to spread
the word to any neighboring communities or partners that
may be interested in applying. Links to the CAP

QUARTERLY STATUS REPORTS:
Just a reminder that all grantees must submit quarterly
status reports, including an update of your project
management matrix, at the end of February. These should
be sent to your field office project officer. Updates on
required reports and their due dates are always
available at the CAP website (www.capcommunity.hrsa.gov).
September 2000 and March 2001 Grantees: Six Month
Project Updates were due on February 15. If your project
has not submitted a report, you must be in touch with
Teresa Brown (tbrown@hrsa.gov) immediately.
Grantees are reminded that these reports will be used in
making potential future funding decisions, so the information is critical.
FY2002 FUNDING FOR CURRENT
GRANTEES: The FY2002 DHHS Appropriations
bill included $105 million for the Community Access
Program. We anticipate the
funds will provide for new grants as well
as some potential additional funding for current
grantees. We anticipate
guidance for grantees to apply for FY2002 funds will be
provided shortly. Notification on any potential FY2002 funding
for current CAP grantees will be issued to all
primary contacts/project directors. Please be in touch with your central office
program manager with any questions.
STAFF CHANGES:
CAP/Center for Communities in Action is sad to note that
our Acting Director Dennis Wagner has left to work on
the HHS Organ Transplant Initiative. We wish him all the
best in this new role and appreciate all
the work that he has done for the program
during his tenure. We happily welcome our new
Acting Director John Cafazza. John is the current director of HRSA's
Office of State and National Programs and will, along with
his Deputy, Lynn Spector, be directing the work of the program. CAP
also happily notes the return of Christi Bordeaux
to her role as
central office program manager for Regions 6-10.
UPCOMING CONFERENCE: We are
pleased to announce the upcoming Communities in Action
Conference! It will be held June 9 - 11, 2001 at the
Marriot Wardman Park Hotel in Washington, DC. You will
be receiving registration information within the next
few weeks. We are extremely eager to hear your feedback
as we develop this conference. Please be in touch with
me (asmolkin@hrsa.gov) if you wish to offer planning suggestions,
be on the planning committee, or volunteer to present
a session.

BCMS, a partner of Health Partners (Asheville, NC CAP), was recently featured in American Medical
News, a weekly newspaper for physicians published by the American Medical Association.
The BCMS has achieved several
important accomplishments since it saw its first patient in
1996. Approximately 10,200 patients have received specialty
care to date, and the total value of services provided through
private physicians and hospitals (excluding the value of
primary care provided through neighborhood clinics) has been
over $25 million. On an annual basis, the community's primary
care physician practices, neighborhood and free clinics
provide primary care to over 17,000 patients. Of these, over
2,000 receive specialty care through BCMS Project Access each
year.
It is very exciting that a professional
organization of U.S. doctors recognizes the immense benefits

The ACAC, under the leadership
of the Fulton County Department of Health and Wellness, has
its genesis from several ongoing collaborations that span over
50 years. This coalition includes a public hospital, county
health department, county mental health and substance abuse
department, community health centers, medical school, social
service agencies, and universities. The Atlanta/Fulton County
area has the largest population of uninsured or underinsured
individuals in the State of Georgia. The ACAC, in cooperation
with Pathways Community Network (MIS), has accomplished
several milestones:
Improved referrals and coordination of service for the uninsured population (including the homeless)
Utilized wireless technology to link clients to social and health services
Added a Medical Module to enhance a social services internet-based system
Provided adult dental services via a mobile unit to the homeless and uninsured
Featured in several newspaper articles citing the advent of a new program to help the uninsured/underinsured
Provided technical assistance to several CAP projects on the ACAC Electronic Medical Records (EMR) model
Cited by PriceWaterhouseCoopers as an example for other human services organizations to follow when addressing HIPAA's privacy compliance issues (Client Authorization Form)

In an effort to increase
physical activity among mid-life and older adults, The Robert
Wood Johnson Foundation (RWJF) recently launched a new
program, Active for Life: Improving Physical Activity Levels
in Adults Age 50 and Older. The four-year, $8.7-million grants
program will award up to eight grants to local, state, or
regional organizations that have experience working to address
the health needs of mid-life and older adults. More specific
application guidelines are available in the Active for Life

The Center for Mental Health
Services (CMHS) at the Substance Abuse and
Mental Health Services Administration (SAMHSA) recently
announced the availability of $13 million
in fiscal 2002
funds.
The funds are available for 13
to 16 cooperative agreements to develop systems of care that
deliver effective comprehensive community mental health
services for children and adolescents with serious emotional
disturbances. The cooperative agreements will award funds to
develop community service systems for the target population,
and also to fund a broad array of services within these
community service systems.

National Alcohol Screening Day
(NASD) will be held April 11, 2002, during Alcohol Awareness
Month. NASD is a program of Screening for Mental Health, Inc.,
and is conducted in collaboration with the National Institute
on Alcohol Abuse and Alcoholism (NIAAA), the Center for
Substance Abuse Treatment (CSAT) and the Center for Substance
Abuse Prevention (CSAP). Local and national media coverage
will announce National Alcohol Screening Day as the event gets

"Covering the Uninsured" is a
new national campaign of The Robert Wood Johnson Foundation
and twelve national organizations to raise awareness of the
challenges facing the 39 million Americans with no health
insurance. The campaign represents business, labor, doctors,
nurses, hospitals, health care consumers and other
Americans.
Recent data compiled by Families USA showed that
an estimated two million Americans became uninsured due to job
loss in 2001. More than a quarter of the increase occurred
during the month of October. A separate national survey
conducted for the campaign found that even those who currently
have private health insurance are worried about losing it. On
February 12, 2002, the thirteen groups signed a joint
proclamation to sponsor a variety of educational activities,
including national advertising, to publicize the extent of the
problem of the uninsured and find solutions.

The strength or weakness of a
state's safety net does not affect the gap between the insured
and uninsured in access to and use of health care services, according to a new report released by The Urban Institute. The report entitled "Health Care Access for Uninsured Adults: A Strong Safety Net is Not the Same as Insurance," classified thirteen states on safety net vulnerability and uses the National Survey of America's Families (NSAF) to measure access and utilization of health coverage. Substantial gaps in service use and access between the uninsured and the insured are evident in all states, and the vulnerability of the state's safety net does not affect these gaps.
According to the report, while the gaps between
the uninsured and the insured show little variation among
states, low-income populations are better off in states where
they are more likely to be insured. The detailed report is

State Title V Maternal and
Child Health Services Block Grant data from the 2000 annual
reports and 2002 applications have been posted on the Title V
Information System (Title V IS) website (http://www.mchdata.net).
Data are from all U.S. states, territories, and jurisdictions,
and are available via interactive data tables that allow the
user to search and sort results. Data tables cover areas such
as national performance and outcome measures; state
performance measures; budgets and expenditures; numbers
served; and state program capabilities. Electronic copies of
state narratives are also available.

The Henry J. Kaiser Family
Foundation and The Jacobs Institute of Women's Health released
the latest edition of the Women's Health Data Book: A Profile
of Women's Health in the United States (http://www.kff.org/content/2001/6004 ). The book provides a clear and comprehensive roadmap to the increasingly large and complex range of women's health data available today. It addresses social and economic factors and provides up-to-date information on chronic conditions, reproductive health, mental health, violence, health behaviors, and access to and quality of health services received by women.
To the extent available,
information is also presented on disparities in health status
and access to care among subgroups of women, highlighting the
populations of women who are at greatest risk. Additional

ASTHO recently announced the
release of a new Access Brief entitled "Health Disparities
Collaboratives and Medicaid Disease Management: Tracking
Trends Affecting Public Health." The brief provides an
overview of the BPHC-led Health Disparities Collaboratives and
some Medicaid Disease Management Initiatives, with examples of
state public health agency contributions and opportunities.
The brief will be circulated in print and posted to the ASTHO
website soon (www.astho.org ).

Community Initiatives (CI)
recently announced the delivery of a new health centers
website built for the US Department of Health and Human
Services. The site contains readiness checklists, interactive online tutorials, and links to best practices.
CI developed the site for the Bureau of Primary
Health Care (BPHC) in its effort to expand access to health
care for all Americans. The website is targeted to community
leaders and partnerships seeking grants for new health access
points.
